LOCAL GIS is a Land Information System for Local Authorities (County Councils, Associations, Councils, etc.) which facilitates geo-referenced municipal management and offers advanced on-line information to citizens using municipality mapping.

LOCAL GIS is an initiative of the Ministry of Industry, Tourism and Trade of Spain; it has the support of important national agencies such as the Spanish Federation of Municipalities and Provinces, the Ministry of Public Administration, the Land Registry, the National Institute of Statistics, the National Geographic Institute, etc.

LOCALGIS technology is based on GIS - Geographic Information Systems - which enables users to access and manage large volumes of data associated with municipal management using an intuitive interface: a map.

LOCAL GIS is a cross-platform system; it is open source, scalable and compliant with relevant international standards relating to the management of geographic information, such as the use of a database that supports Simple Features, a WMS compliant map server, a GML exchange format, metadata as per ISO 19115, the European Directive INSPIRE, etc.

LOCAL GIS - GEOPISTA meets the needs of local authorities to have a mapping management tool which allows for quick and effective access to information at a low cost, thus increasing municipal efficiency both in terms of internal management as well as citizen services.

It is made up of two functional categories:

Municipal Management Modules:

  • Planning: urban planning, soil classification, zones.
  • Infrastructure: Management of netowrks of municipal infrastructure.
  • Assets: Management of municipal assets (real estate).
  • Land Registry: Land Registry information management.
  • Building Permits: Processing of major and minor building permits.
  • Concessions and Authorizations: Records of the occupancy of public roads.
  • Control of Pollutants: Landfills, green spaces, noise, etc.
  • Administration: User management, profiles, roles, cartography editor, map server, metadata, domains, layer manager.

Citizen Service Module:

  • City Guide: It allows the local authorities to publish geo-referenced information on its web page, such as street guides with local attractions, information regarding cultural heritage, current urban plans, etc.

The main benefits of this tool are:

  • It facilitates the administration of the municipal territory by local entities by consolidating relevant information.
  • It provides geo-referenced information for use by municipal technicians in their field inspections.
  • It allows citizens to access relevant municipal information via Internet: local attractions, urban planning, etc.
  • It facilitates on-line inquiries from citizens and city staff related to municipal processes such as building permits, concessions, etc.
  • It reduces telephone inquiries and personal visits to the local authority given that citizens may consult relevant municipal information on the Internet.
